Eligibility for Nautical Exam

  • Minimum requirements for certification of officer-in-charge of a navigational watch (Second mate of a foreign going ship) on ship of 500 gross tonnage or more (Rule -13)
  • Minimum requirements  for certification of Chief Mate (First Mate of foreign- going ship) on ships 500 gross tonnage or more (Rule -14)
  • Minimum requirements for certification of master( Master of a foreign - going
  • ship) on ships of 500 gross tonnage or more (Rule -15)
  • Minimum requirement for certification of extra Master (Rule -16)
  • Minimum requirement for the certification of  officer in charge of a navigational watch ( Navigational Watch- keeping Officer) on ships of 500 gross tonnage or more operating in Near - Coastal Voyages (Rule -17)
  • Minimum requirements for certification of Chief Mate (Mate of a home- trade ship) on ships of between 500 to 3000  gross tonnage operating in near - coastal Voyages (Rule -18)
  • Minimum requirements for certification of Master on ship ( Master  of home - trade ship) of between  500 and 3000  gross tonnage  operating in Near - Coastal Voyages (Rule -19)
  • Minimum requirement for the certification of ratings forming part of a navigation watch (Rule -20)

1.Minimum requirement for the certification of officer in-charge of a navigational watch (Second Mate of a foreign- going ship) on ship of 500 gross tonnage or more 

  • Every Officer in-charge of s navigational watch serving on a sea - going ship of 500 gross tonnage or more shall hold an appropriate certificate competency in form 1
  • (ii)have approved sea- going service for a period of one year or more as part of an approved training which meets the requirements of section A-II/1 of the STCW Code and is documented in an approved training record book for assessment or otherwise have approved sea going service for a period of not less than three years;
  • (iii)Have performs bridge watch - keeping duties for a period of not less than  six months during the requirements the required sea-going service under the supervision  of the Master or an officer of the Deck Department Holding a certificate of competency under rule 5;
  • (iv)meet the requirements of the rule 29 for performing designated radio duties as a Radio Operator; and 
  • (v)    have completed approved education, training examination and assessment and meet the standard of the standard  of competence as specified in section in A-II/1 of the STCW Code;

2. Minimum requirements  for certification of Chief Mate (First Mate of foreign- going ship) on ships 500 gross tonnage or more

1. Every Chief Mate on a sea- going ship of 500 gross tonnage or more shall hold an appropriate certificate of competency form 2    
2. Every  candidate for  the certification shall :-

(i)hold a certificate of competency as a Second Mate of a foreign going ship (Officer in charge of a navigational watch on ships of 500 gross tonnage or more )
(ii)have approved sea going service for a period of not less than eighteen months; and 
(iii)have completed approved education, training, examination and assessment and  meet the standard of competence specified  in section A-II/2 of the  STCW  Code for Masters and Chief Mates on ships of 3000 gross tonnage or more.

3.Minimum requirements for certification of Master( Master of a foreign - going ship ) on ships of 500 gross tonnage or more
1. Every master on a sea- going ship of 500 gross tonnage or more shall hold an appropriate certificate of competency in form 3  
2.  Every candidates for certification shall  -
(i)hold a certificate of competence as first /Mate of a foreign going ship( Chief Mate on ship of 500 gross tonnage or more );
(ii)have approved sea going service as an Officer in charge of a navigational watch on ships of 500 gross tonnage or more for a period of not less than three years. However, this period may be reduced by the Chief Examiner concerned to a period of not less than thirty months, or pro-rata, if not less than one year of such sea- going service served as Chief  Mate.
(iii)have completed an approved ship management course;
(iv)have completed approved simulator training in ship handling and maneuvering; and 
(v)have completed approved examination and assessment.

hold a certificate of competence as first /Mate of a foreign going ship( Chief Mate on ship of 500 gross tonnage or more );

  • have approved sea going service as an Officer in charge of a navigational watch on ships of 500 gross tonnage or more for a period of not less than three years. However, this period may be reduced by the Chief Examiner concerned to a period of not less than thirty months, or pro-rata, if not less than one year of such sea- going service served as Chief  Mate.
  • have completed an approved ship management course;
  • have completed approved simulator training in ship handling and maneuvering; and 
  • have completed approved examination and assessment.

4.    Minimum requirement for certification of extra First Class Engineer
1. An Extra  master certificate in form 4 is an optional certificate and is an evidence that the candidate has attained a higher level of professional excellence.
2. Every candidate for the certification shall-

  • hold a certificate of competency as Master of a foreign- going  ship ( Master on ship of 500 gross tonnage or more )
  • have complete an approved training and assessment programme conducted by  by an approved institution; and 
  • have completed the approved examination and assessment.

    
3. Every candidate who  meets the requirements of this rule, shall be issued an Extra Master certificate of competency. This shall be issued in addition to the certificate of competency as Master of a foreign-going ship ( Master  on ships of 500 gross tonnage or more) as per regulation II/2 of STCW Convention and section A-II/2 of the STCW Code held by the candidate.
 
5.Minimum requirement for the certification of  officer in charge of a navigational watch ( Navigational Watch- keeping Officer) on ships of 500 gross tonnage or more operating in Near - Coastal Voyages

1. Every officer in charge of a navigational watch serving on a sea - going ship of 500 gross tonnage  or more operating in Near - Coastal Voyages shall hold as appropriate certificate of competency form 5.
 
2. Every candidate for the certification shall 
     

  • be not less then 18 years of age on the last date prescribed for receipt of application;
  • have approved sea- going service of less than eighteen months as part of an approved training and assessment programme which includes on-board  training and meets the requirements of the tables of competence for the certification as contained in section A-II/1 of the STCW Code as applicable to ship engages in Near - Coastal  Voyages and is documented in an approved training record book, or otherwise have approved  sea-going of not less than  three years. A candidate who has performed approved sea-going service on a ship of less than 500 tonnage shall be assesses at two third of actual sea- going services claimed;
  • have performed, bridge watch-keeping duties for a period of not less than six months during the required sea going service under the supervision of the master or an officer of the Deck  Department holding a certificate of competence under rule 5;
  • meet the requirements of rule 29 for performing designated radio duties; and 
  • have completed approved education, training, examination  and assessment and meet  the standard for competence as specified in the approved training and assessment programme.

 
6.Minimum requirements for certification of Chief Mate (Mate of a home- trade ship) on ships of between 500 to 3000  gross tonnage operating in near - coastal Voyages
      
1. Every  Chief Mate on a sea - going ship of between 500 and 3000 gross tonnage operating in near -coastal Voyages  shall hold as appropriate certificate  of competency in form 6

2. Every candidate for the certification shall :-

  • Hold certificate of competency as Navigational Watch - keeping Officer in charge of a navigational watch on ships of 500 gross tonnage or more on Near - Coastal Voyages;
  • have approves sea-going service of not less than eighteen months; and 
  • have completed approved  education, training, examination and assessment and meet the standard of competence as specified in section A-II/2 of the STCW  Code for Masters and Chief Mates on ships of between  500 to 3000 tonnages.

7.Minimum requirements for certification of Master on ship ( Master  of home - trade ship) of between  500 and 3000  gross tonnage  operating in Near - Coastal Voyages      

  • Every Master  on a sea- going ship of between 500 and 3000 gross tonnage  operating in Near -Coastal Voyages shall hold an appropriate certificate of competency in form 7.
  • have approved sea- going service as an officer in charge of a navigational watch on ships of 500 gross tonnage or more operating  in Near Coastal Voyages of not less than three years. However, this period may be reduced by the chief Examiner concerned  to a period of not less than thirty months served as Chief Mate on ships of between 500 to 3000 gross tonnage operating in Near Coastal Voyages;
  • have completed  an approved ship management course;
  • have completed  approved  simulator training in ship handling and maneuvering,  or ninety days approved sea- going services as Chief Mate on Near - Coastal Voyages; and 
  • have completed approved examination and assessment.

 
8.Minimum requirement for the certification of ratings forming part of a navigation watch
      
1. Every rating forming part of a navigational watch on a sea- going ship of 500 gross tonnage or more, other than rating under training and rating whose duties while on watch are of an unskilled nature, shall be duly certified by the Chief - Examiner concerned to perform such duties.
      
2. Every candidate for the certification shall:- 

  • be not less than 18 years of age  on the last date prescribed for receipt of application;
  • have completed -
  • approved sea -going service for a period of not less than nine months or 
  • approved pre sea training or special for a periods of ninety days and approved sea-going service for a period of not less than  six months; and 
  • meets the standard  of competence as specified in section A-II/4 of the STCW Code     

3. The sea - going service, training and experience as required by clause  of sub-rule (2) shall be associated with navigational watch keeping functions and shall also involve the performance of duties carried out on board the ship under the direct supervision of the master of the officer in charge of the navigational watch or a certified rating duly documented in an approved rating training record book.
      
4. Rating who has served in a relevant capacity in the Deck Department for a period of less than one year within the last five years preceding the 1st day of august, 1998 shall be eligible for assessment by the assessment center.
